European workshop on opportunities and pitfalls in SEA-EU S&T cooperation
SEA EU NET is currently drafting an advisory report on opportunities and pitfalls in science and technology cooperation. Identifying best opportunities and possible pitfalls will provide input for recommendations for future collaboration between researchers from Southeast Asia and Europe.
To gather information for this report, a workshop was held in Amsterdam on 21 September 2009. This workshop was set up for both researchers from a variety of fields and policy advisors, from different European countries. The participants included FP 6 and FP 7 project leaders.
It was held in Amsterdam, in the building of the Netherlands Academy of Arts and Sciences (KNAW), one of the participants of SEA EU NET. The workshop consisted of plenary sessions and break out sessions in the form of focus groups to discuss both pitfalls and opportunities in present and future S&T cooperation between Southeast Asia and Europe. At the meeting, individual interview sessions to obtain more in-depth information on European experiences in collaboration with Southeast Asia also were held.
A range of issues was discussed, such as the need for the EU and European researchers to be aware of differences of development of national S&T systems within Southeast Asia, and pay more attention to local and regional research interests. Another topic was the development and function of regional research centers. Furthermore, the nature of cooperation and funding of the EU and SEA was compared with the more focused effort of the EU towards Africa (the strategic partnership).
This European workshop was organised in addition to a comparable workshop with Southeast Asian researchers and policy advisors, which took place in Indonesia in May 2009, back to back with the ASEAN COST meeting. The Amsterdam meeting not only contributed to the analysis of SEA EU NET, but also gave participants the opportunity to directly exchange experiences and advice.
A draft version of this analysis will be presented at the Second Bi-Regional EU-SEA S&T Stakeholders Conference in Bogor in November 2009. The report will be published in spring 2010.
